Councils can only assess what’s written and submitted. And many parents forget to include one crucial thing: real-world evidence of risk and unpredictability.
Here’s what to add before you submit:
1. A short parent statement describing daily risk.
Write about what actually happens.
Example: “He runs off suddenly when cars move or noises start. I must hold his hand tightly or carry him to keep him safe.”

2. Evidence that shows distress or danger, not just diagnosis.
Diagnosis alone doesn’t prove eligibility.
Include EHCP sections, school reports, or therapy notes that describe behaviour outdoors — words like “no danger awareness” or “risk of absconding.”

3. Photos or care diaries (if relevant).
A short log showing what happens on school runs or community trips can be powerful.
Example: “20/10/25 – became overwhelmed, sat on floor in car park, refused to move.”

4. Professional letters linking safety to supervision.
Ask your SENCo, OT, or psychologist to confirm:
“He cannot walk safely without full-time supervision due to impulsivity and sensory overload.”

5. Keep it structured and factual.
Label each document clearly: Parent Statement, EHCP Extract – Section F, Therapist Letter, Care Log.
This helps the assessor see a clear pattern of unsafe walking or psychological distress.
