This talk presents research findings by Professor Rachael Garrett (University of Cambridge) on the environmental governance of deforestation-risk supply chains, focusing on cocoa, oil palm, soy, and beef in Brazil, Indonesia, and West Africa.

Drawing on a decade of research into zero-deforestation commitments—policies by companies and import regions to avoid sourcing products linked to deforestation—Professor Garrett synthesises evidence from 4,000 household interviews, hundreds of semi-structured interviews, regional econometric and spatial models, and general-equilibrium methods using newly developed trade and remote sensing datasets.

The presentation offers a concise overview of the current state and effectiveness of these policies, highlighting successful conservation efforts, persistent shortcomings, and pathways for future improvement. Special attention is given to the political and equity dimensions of zero-deforestation policies, emphasising enduring tensions and the need for both innovative tools and a re-evaluation of prevailing conservation and development strategies in tropical forest frontiers.
