STORYLINE:

President Bush invited members of the US Congress to the White House for lunch on Monday to mark his first 100 days as president.

Bush was hoping to use the occasion to bring together Republicans and Democrats, but in the event many Democrats stayed away.

Only 193 of the 535 lawmakers accepted the invitation, and of those, fewer than 50 were Democrats.

In a short speech, Bush praised the congressmen and women for their efforts.

He also highlighted the spirit of bipartisanship and tone of civility that had characterised the first hundred days of his administration.

Earlier, the White House press office suggested that the congressional recess was to blame for the low turnout, and insisted Bush was pleased at the numbers that came to the event.

Bush has made bipartisanship a central theme of his first months in office, but his first major initiative - a 1.6 (t) trillion US dollar tax cut - has encountered fierce partisan resistance in the evenly divided Senate and the House of Representatives which has a narrow Republican majority.

As Bush and his guests partied, protestors outside the White House criticised the President's environmental policies.

They claim he has broken promises to address global warming and that he is relaxing environmental regulations.
