The United States of America holds claim to 16 territories in Caribbean Sea and Pacific Ocean. These include over 140 smaller islands and over 3 million residents, to uninhabited atoll and disputed territories.
There are many good reasons including political, defensive, and social. There is another more relatable reason. Economy. Theses Island or clusters of islands are surrounded by sea floors that may have important mineral, energy, and Marian resources. By claiming these areas, the United States claims rights to an exclusive economic zone up to 200 miles offshore

Unincorporated Organized Commonwealth
Commonwealth of Puerto Rico is located in the northeast Caribbean Sea. Puerto Rico became a U.S. territory after the 1898 Spanish-American War. Puerto Ricans are US citizens at birth but cannot vote in the US presidential elections nor can they elect their own senators and representatives to the US Congress but they can vote on Republican and Democratic primary elections. There are many time US - Puerto Rico political relationship have been considered, U.S. Presidents have issued three executive orders on the subject, and Congress has considered four major bills on Puerto Rico's political status. There were few referenda the latest one being 2017. In that Puerto Ricans had three options to choose, if they wanted: "Statehood", "Independence" or "Current Territorial Status“and 97% chose "Statehood“ but turnout was only 23% due to a boycott from pro-Independence movement and pro-Commonwealth supporters. Resident Commissioner represent the Puerto Rico, who is non-voting member of the United States House of Representatives elected by Puerto Rican people. The delegate can serves as a member of House committees and may vote in some committees only.
The Northern Mariana Island is another Unincorporated Organized Commonwealth of the United States located in North Pacific Ocean. After the World War 2, The Northern Mariana Island became under United Nations trust. UN assign United State as trustee, there were referendum Islanders wanted to join Guam but Guam was not in favour and in the 70s The Northern Mariana people decided to join United states. The Northern Mariana Islands became United States Commonwealth in 1986. Northern Mariana Islanders elect a delegate to the United States Congress since 2008, The delegate serves as a member to some House committees and may vote in some committees only. Descendants of the Northern Marianas received their US citizenship in 1986 as U.S. citizens Northern Mariana Islanders are eligible serve in US military and they are subject to federal laws.
