Barack Obama's second inauguration ceremony on Monday will be more subdued than the first, but security in Washington DC will be tighter than ever.

Organisers expect up to 800,000 people to gather on the National Mall in Washington DC for President Obama's second inauguration on January 21.

That number is a fraction of the 1.8 million visitors who watched him being sworn in for the first time four years ago.

Nevertheless, thousands of troops, law enforcement agents and police officers will be on the ground and in the crowds.

"We're talking about the security of the president of the United States. So there is a balance there but we're not going to lower security under any circumstances," said Washington DC Police Chief Cathy Lanier.

Coast Guard vessels will patrol the Potomac River and flight restrictions will be in place.
