This video shows a graphical illustration of the proposed Pedestrian-Enhanced functional design option being considered for Water Street.

Halifax Regional Municipality is completing a functional design project for Water Street (i.e., Lower and Upper Water streets) from Terminal Road to Historic Properties. The project will develop a long-term vision for the corridor that will inform future upgrades to the street.

After completing a review of the physical opportunities and constraints, and based on the design approach and policy direction, two functional design options were developed:
Option 1: Transit-Focused
Option 2: Pedestrian-Enhanced

Pedestrian-Enhanced Option: Key Features
The Pedestrian-Enhanced option prioritizes improvements to the pedestrian realm and public space along the corridor, requiring key trade-offs for other street features including transit priority.

This option provides:
Space for pedestrian amenities, including benches, trees, and bicycle racks. This option provides more off-street space on the east side of the street (i.e., Waterfront side) compared to the Transit-Focused option.
Increased separation between the sidewalk and the bicycle lane.
Added curb extensions (i.e., bump outs) at the intersections would reduce the crossing distance for pedestrians.
On-street parking and loading will be strategically allocated to the side of the street that has the highest apparent curbside access demand. Most on-street parking will be maintained on the west side of the street, as it currently is today.
Raised unidirectional bicycle lane.
