IH PTO Full Engagement

This is a video of a complete IH PTO overhaul.
If your PTO pressure is weak, it could be the seals on the PTO clutch basket are failing.
If your PTO pressure are good, but your pto fails to engage, most likely it is that the pto clutches are burnt.
If your PTO doesn't stop turning it very well could be that your PTO brakes are worn out.
