Well, we've managed to find some of the mages. But they're on trial... for Daedric whims, which is bad. With the guidance of the singed, Shivering Isles-trained mage, we must rescue them!

Each of what seems like a little side quest is actually part of the "Restore the Hollow City" meta quest. They are dotted all over each place of interest in Coldharbour, and the end assault is very much easier (and more fun) if you do save everyone.
