Until recently, Google didn’t allow negative keywords at the campaign level in Performance Max, but that started rolling out in Q1 this year. Just be aware: adding negatives at the campaign level blocks both Shopping and Search placements - so if you only want to exclude brand traffic, use the brand exclusion setting instead.
