I had the same problem. Video "under review" for days... I've heard of weeks, even months from some people. This is a very simple fix to take your video monetization from "under review" to "Monetized". This only takes a few seconds.

1. Go to your video manager
2. Start at the top of your video list
3. Position your mouse over the green box to the right that says "under review"
4. Click the green box that says "under review"
5. You are automatically taken to your video's "Monetize Options" page
6. Click "Do Not Monetize"
7. Click the "save changes" button
8. You are then taken back to your video manager
9. Click on your videos title, (as if you are going to watch your video)
10. You are taken to your videos page
11. At the top of this page, find the word in blue that says "Monetize"
12. Click "Monetize with ads"
13. Write a description of your video in the box provided at the end of the paragraph. EXAMPLE = "This is a video I filmed of my friend making soup"
14. Follow your description with "I created this video and I own all rights to all content in the video." (as long as its true)
15. EXAMPLE = "This is a video I filmed of my friend making soup. I created this video and I own all rights to all content in the video".
16. Click "Save Changes"
17. You are taken back to your video manager page
18. Close your browser completely
19. Open your browser again, navigate back to your video manager
20. Your video is now monetized

If you just skipped to the bottom of this message and want the simple answer; just re-monetize; meaning, un-monetize your video, then re-monetize your video.

Wait a few days for your video "under review" before trying this (I wait 5)

Some have browser troubles; doesn't seem to work much in "chrome", but does in "explorer"

Start at the top; meaning, most recent

You cannot monetize if you have done "audio swap" with YouTube

Write a good description of your video and its contents
