"The European Court of Human Rights has always been at the forefront of the protection of freedom of expression, a right which the Court has consistently held and constitutes one of the essential foundations of a democratic society. […] The digital sphere must in principle be regulated, although not exclusively by democratically promulgated norms that safeguard fundamental rights. This is now often called the rise of digital constitutionalism. It is therefore imperative that all the stakeholders actively engage in an open and enlighten conversation on the development of such rights, particular the freedom of expression in the age of the internet.”
