Correction: When creating templates, it is better to put them in the \Users\MuseScore 3\Templates folder because the template will appear New Score Wizard. This gives you more flexibility than what I showed.

Correction: Again, if you created the score using the New Score Wizard you could have more easily created a pickup measure. Also, you can right click on the pickup measure and select "Exclude from measure count" instead of decreasing the measure numbers by -1.
