Juleeve Council isn't as hard as it sounds. You want heroes that can dispel buffs and heroes that don't apply debuffs to the boss. Zahhak seems perfect for this because he fits both roles and you don't have to change his PVP build at all. I'm also using Landy for this fight, but if you've used her for queen then you can bring in Vivian or Celine easily. I'm using Destina and Ray for debuff removal, but any soulweavers that can keep you squeaky clean will do fine. You don't actually have to use all earth heroes but my team came out that way for some reason. Zio and Commander Lorina would work. You can also try Rimuru, Giselle, or even Ludwig. Just make sure they don't apply debuffs! It also helps if one hero has a soulburn on their first skill to keep the boss from stacking buffs in the last bit of the fight.
