Pre-Battle: The most preparation will be done on Ramza for this fight. Either an evasive, hard-hitting setup (emphasis on Ninja, Abandon, and Judo Outfit) or a defensive build (emphasis on Defense UP, Speed Save/Auto-Potion, and fast or ranged attacks) are good choices. As for the rest, run Mind Ruin and try to keep some status healing ready in case things go wrong.

Battle: For Wiegraf, prioritize healing over damage and avoid getting struck from behind. If using speed save, try to amass at least 24 speed before continuing to the next phase. Once Velius comes into play, deal with his 'loyal servants' quickly so that the party can focus on attacking him all at once. Velius relies even more on magic than Queklain, so the same strategies work, only with less emphasis on circumventing his reaction and no possibility of reducing his CT. Whittle down his MA a bit while staying slighty spread out, and he'll be forced to use Lich for damage, which is far easier to tank. Crank it down even further and Hamedo/Counter + Golem become quite viable. Remember to have someone on standby to heal any petrified or confused party members, and it should all go rather smoothly.
