"I think what we need at this stage is cool headed approaches. I think we need people to lower the rhetoric. I think we need to continue to see how we can move forward. This is an issue that is going to take some time, it's not going to be resolved tomorrow. It's quite complex but we need to put our heads together. Everybody will benefit from a political settlement of the Iranian issue and it would be a positive implication on an already volatile area, which is the Middle East."

5. SOUNDBITE: (English) Mohamed ElBaradei, IAEA Chief:
"Things can have twists and turns. I was hoping that we would have achieved an agreement to get back to negotiations this week. It didn't happen, but then again it could happen next week, it could happen the week after - we are not really working on a very strict timeline, we have time to try and get the parties together. On our side we will continue to do our best to achieve that. Hopefully, as I said, the Security Council can also do its bit to lend a hand to move things forward. I would of liked to have seen an agreement this week. There has been a lot of contact, dialogue, offers from all sides, unfortunately we are not yet (at this stage). "

"I am still optimistic because I think sooner of later all the parties will realise that there is no other option that to go back to negotiation. Iran will understand that they need to be transparent if they want to restore the confidence of the international community. They need to take confidence building measures. How and under which modalities we will get the parties together, which kind of parties there will be talking to each other these are all questions that I guess will be discuss at the Security Council in New York."

STORYLINE
International Atomic Energy Agency (IAEA) Director General Mohamed ElBaradei said on Wednesday that a meeting by the board of the IAEA over Iran's nuclear programme was part of a diplomatic process designed to bring Tehran back to the negotiation table.
"This is an issue that is going to take some time, it's not going to be resolved tomorrow. It's quite complex but we need to put our heads together," said ElBaradei after the board meeting ended and IAEA staff prepared to forward his report to the UN Security Council.
Under a January agreement, the United States, Russia, China, France and Britain - the five permanent council members - decided to wait with any Security Council action until that report was received.
The delay was demanded by Moscow and Beijing, who have economic and political ties with Tehran.
The IAEA meeting on Wednesday was in effect the last step before the Security Council begins to consider Iran's nuclear activities and fears they could be misused to make weapons.
But according to ElBaradei that doesn't mean the end of a negotiated solution.
