STORYLINE
NATO Secretary-General Jaap de Hoop Scheffer arrived in Riga on Monday ahead of the NATO summit.
De Hoop Scheffer met Latvian President Vaira Vike-Freiberga before joining her aboard a C-17 aircraft for a demonstration.
Nicknamed the Globemaster III, the C-17 has been valued for its ability to land on short dirt runways, and is used to move tanks to troops around Iraq and Afghanistan.
Discussion of Afghanistan, where NATO has 32-thousand troops fighting the resurgent Taliban and working on reconstruction, is likely to dominate the alliance's summit, which starts on Tuesday.
US President George W Bush's agenda is expected to include pressing alliance members to increase defence spending.
Leaders of member countries are also expected to address more of the alliance's weaknesses at the summit, including serious transport deficiencies.
