I metered the sound level on the bootup of the Dell Poweredge R420 server at my Homelab.
The server has 3 spinning disks and 2 CPU Xeon E5-2407 v2 and uses 12 fans up to 12K RPM to keep the 1U server cool.
You will notice that the noise reduces at the end of the boot process when the O.S assumes the power control.
I'm running Microsoft Hyper-V 2019 Server, set up to save energy.
The average power consumption after the bootup stabilizes in 70-80w with low use of CPU.
You also can check in the video the power-up power consumption during the booting process.
