It's important to note the three new components of the selection.

1. Subject has an orange masking effect
2. Background is blue
3. Transition area is transparent.

The transition area is the zone that is between the subject and the background, and this is where the confusion usually arises.

We just need to help Luminar Neo Portrait Background Removal engine define the parts of the portrait a bit better.

Luminar Neo update 1.1 introduced this new portrait background removal and everyone's just learning how to best use it since. I hope this tutorial helps.
