STORYLINE:

At New York City's 'Ground Zero', local officials hosted a ceremony to mark the completion of the first building to rise on the site since the attacks of September 11, 2001.

Governor George Pataki, Mayor Michael Bloomberg and other officials joined developer Larry Silverstein for the "topping out" ceremony for 7 World Trade, just north of the main trade centre site.

No office-renting tenants have yet signed up to occupy the new 52-storey downtown skyscraper. The tower is due to open next year.

The structure replaces the old 7 World Trade Centre - built by Silverstein in the 1980s - which collapsed on September 11, 2001 hours after hijacked jetliners struck the twin towers.

The glass tower, designed by architect David Childs of Skidmore, Owings and Merrill, is being touted as New York City's first "green" office building, with features including a rainwater collection system for cooling the building and the use of recycled materials in its construction.
