LIVE: Keir Starmer gives first speech at Labour conference as PM

Sir Keir Starmer will make his first Labour conference speech as prime minister today insisting there is “light at the end of the tunnel” as he tries to strike a more optimistic note.

He will address delegates at his party’s conference in Liverpool at 2pm, giving a 45-minute speech that will lay out the “tough” decisions the government has to make before it embarks on a “decade of national renewal”.

Policies on tackling benefit fraud and reducing net migration are expected to be included, as well as a ‘Hillsborough law’ requiring a duty of candour for public officials.
