This is some Betacam b-roll footage taken in Japan and recorded on the professional Betacam format.

Betacam was the professional brother of Betamax. Using the same tapes as standard Betamax, Betacam was able to record very high quality component (Y/Pb/Pr) video. It was very popular for on-location Electronic News Gathering (ENG) and for general television production that required portability. It was succeeded by Betacam SP.

There is little known about this footage. It may have been shot by NHK in the very early 90's and used for their "BS Classical" program that was focused on classical music & was broadcast over satellite.

It appears to have been shot in Osaka, Japan "around the Yodoya Bridge that connects Nakanoshima (island where city government offices are located) to the central Osaka business district to the south." (Thanks, Reddit user u/Yesterday_Is_Now for the deets!)
