Q.
If a ball is sitting on top of a wall that defines the boundary, where no part of the ball is crossing the course-side of that wall. Is the ball in bounds?

A.
If it is a straight fence, then the ball would be considered Out of Bounds. A part of the ball needs to be touching the course side, and the course side starts on the inside of the wall, at ground level. The inside of the wall is the side closest to the course.
