Leo was hit by the Mutagen Bomb, which turned him into the evil Maximus Kong, but even though he is evil and without any more memories, the Leo that everyone knows is still trapped inside his mind, trapped and controlled by Maximus, and Leo just waits that one day this prison and nightmare will end, all he wants is to be free.
