At long last, the final lv65 dragon falls.
It is possible I could of killed this dragon earlier, but the requirement of having to turn Ledin into a King just for the fight made it too costly for me to attempt until it was a sure thing, which was why I waited until I hit level 60. Other than that, the strategy remained the same as the level 60 version.

IMPORTANT: On turn 8, to guarantee 100% safely, place Leon in attack range (protected by Ledin's divine guard). The dragon will target Leon. In my playthrough, the thunder dragon attacked Tiaris. I was pretty certain that Liana could tank the hit, given that Lv6 shrine maidens provide 55% damage reduction. But putting Leon in range can make it a guaranteed thing.

As a side note, my teammate Wringu took down this Thunder Dragon last week with:
Leon, Vargas (tank with Battle cry), Altemuller (faction buff), Liana, Bernhardt (hegemony). He didn't use Tiaris (and he has her).

2 other parties (used by guild mates who cleared this dragon):
Leon, Liana, Tiaris, Elwin, Ledin (this party also works if you replace Tiaris with Sophia).
Leon, Liana, Elwin, Bernhardt (acting as a tank - Hegemony + Parry + faction buff), Tiaris
