This is the fourth episode in our Topical series. In it, we explore how international law deals with the issues of conflict, security and diplomacy. The series was long in the making, and unfortunately has become quite relevant, given the current events in Ukraine. It has never been more important in recent times for citizens of the world to have a general understanding of the underlying issues presented in this series. Given the breadth of the topic, the episode is broken down into four videos.

Part I. sets the stage by reviewing the evolution of the international law of war through human history down to the present. We look at the rationale behind groups accepting (at least in principle) limitations on their freedom of action before and during combat. The depth of experience with war, particularly in Europe in the 19th and 20th centuries, led to increasingly sophisticated frameworks for dealing with conflict. We trace these developments into the 21st century, which saw new forms of conflict and actors engaging in hostile attacks.

Part II. follows on Part I's investigation of the international law of war by shining a spotlight on the relationship between internal conflict and war between states. We consider the important principles of national sovereignty, which at times must be balanced against underlying human rights of the members of a state. This coverage includes the debates around when local situations might trigger an obligation on the part of outsiders to intervene. There is no shortage of examples to highlight the competing tensions.

Part III looks at one of the youngest sub-topics of the international law of war, the law of genocide. Though the actions which now constitute the crimes of genocide are not new, the idea of a legal framework and mechanisms for enforcement against violators of the law are relatively young. We explore both the origins of the Genocide Convention as well as the challenges in applying its provisions to actual events over the decades since its creation. Here as well, the examples show the variety of motivations and means by which one group attempts to remove or even exterminate another group.

Part IV finishes with a review of the evolution of the law of diplomacy. Though heavily influenced by law, diplomacy has deep roots in other fields including political science, sociology, psychology and more. The various tools of diplomacy have come along way in addressing the three topics covered in the first three Parts. But clearly there is much more to do in this field to preserve some form of international order and prevent the oft-predicted self-destruction of the human species.
