Guide Armor can work but it has more risk such as breaking at the very end of the Cardinal's HP
Nanites can work but you have to Equip it before the battle start because of the constant switching. For breaking his armor I recommend black strider weapons since those weapons deal a lot of normal damage.
Cryo glock and Spas are "the best" option on dealing high damage for him, cryo akm and m16 can manage but it also means that they deal less damage. You need to delete his HP bar fast or he'll gain back his armor meaning more durability on armor and weapons
