A Senate test vote failed 45–55, with Democrats and seven Republicans blocking a short-term funding bill needed to keep federal agencies open past midnight.
The impasse followed the killing of Alex Pretti, an intensive care nurse shot by Border Patrol agents on January 24, and the earlier death of Renée Nicole Good during a protest involving ICE. Democrats demanded reforms to immigration enforcement, including body cameras and national use-of-force standards.
President Donald Trump said negotiators were close to a deal, expressing hope a shutdown could still be avoided.
