Here is most of the BBC's coverage of the 1996 budget (missing the first 15 minutes). There was a last minute hitch when the entire market-sensitive budget papers were leaked to the Daily Mirror. The Treasury thought the budget might have to be given in the early morning before the markets opened - but instead the Mirror sent the papers back.
