I-640 serves as a vital link for the East Tennessee community as well as for the 95-thousand vehicles that travel on this 10-mile section of roadway each and everyday.

Forty years ago, Knoxville welcomed the world to the 1982 World’s Fair. In preparation, Interstate 640 was constructed to improve the infrastructure network surrounding Knoxville. In 2008, this important link in Knoxville’s Interstate system later proved essential to accomplish the closure of Interstate 40 for the SmartFIX project in downtown Knoxville. Over the last decade, the Department has been working to modernize and improve the operations of the interchanges along the corridor. And now, TDOT is undertaking the rehabilitation of the mainline 640 lanes.

While the western section of I-640 has been completed with resurfacing, the Department is now focusing on extensive reconstruction on the eastern side of I-640. Construction will soon begin on a process called Rubblization, which is a technique that crushes the concrete pavement into rubble at its existing location.

Crews will remove the 6 inches of asphalt roadway surface and then use a hydraulic breaker to crush the existing concrete into rubble that will become the base for the Interstate travel lanes. Once rubblization is complete, a new, long lasting asphalt surface will be placed on I-640.

As crew mobilize to begin work this summer, motorists should expect changes in traffic patterns. During construction, traffic will be reduced to two lanes on I-640 between I-40 and I-275 with phased traffic shifts. All rubblization activities are expected to be complete by the end of 2022.

The final phase of the project will take place in the spring of 2023, when crews resurface I-640 from I-40 to I-275.
