Recorded in a meeting organised by the Campaign to Legalise Cannabis International Association (CLCIA), in 1996. Dr John Marks was famous for his programme of heroin maintenance in Widnes, whereby he gave heroin to addicts free on the NHS. The results were spectacular with a reduction in crime, greatly improved health of the addicts and reduced rates of addiction. However, this did not fit the agenda of the government (or especially the USA government) and he was ordered to stop.

Sadly the end of the lecture is missing. He was delayed on his journey to Norwich and as a result both my camera batteries died and there was no way to run that camera from the mains. However, most of the lecture is here and is very revealing.
