Putin is not afraid of NATO, he uses the Alliance as a cover to justify his actions - VOLKER

Former United States Special Representative for Ukraine Negotiations Kurt Volker stated at the Black Sea Security Forum that, in reality, Putin is not afraid of NATO borders. He is not afraid of the Alliance's expansion. The only thing he might fear is that the world will finally understand this.

The Kremlin finds it convenient to use the Alliance as a cover while attacking Georgia, Ukraine, and Moldova. He has long come to terms with NATO's power, as well as with the fact that he can freely attack countries outside NATO, using fabricated fears as a pretext.

He also believes that if Ukraine were in NATO, this war wouldn't have happened. But there would be others—with countries that are not part of the Alliance. Russia cannot exist without wars and bloodshed. The only way to stop this is to destroy the last Russian.
