TF2 - RE:Balance. The Red-Tape Recorder [Is It Underpowered?]

Welcome to RE:Balance, a new series where we talk about underpowered, overpowered, underused and overused TF2 weapons. Episode #1 - Is TF2 Spy's Red-Tape Recorder underpowered?

In the background there is of course some TF2 Spy Red-Tape Recorder gameplay. There's a lot of saps, but not a lot of destructions, and that's kind of problem with this weapon if you ask me.

Of course, the main purpose of this series is too start a discussion about some of TF2's more infamous or lesser-known weapons. I will never claim to know the answer to definitely fixing a weapon 100% perfectly, however I like to offer my suggestions on what could be done and I encourage everyone else to do this same down below!

So is the Red-Tape Recorder underpowered? Or even overpowered?
