In 2018-2019, the Government of India allotted 400 electric buses to different cities under its FAME I program, marking a good starting point for transport corporations to build basic capacity for operation and maintenance of electric buses. To further meet emission reduction targets, the Government of India then launched the revamped FAME II program, which aimed to rollout 50,000 electric buses on a fast track. To facilitate this, Convergence Energy Services Limited (CESL) was appointed as the nodal agency for demand aggregation and procurement of electric buses. The buses, which would be operational for nearly 5718 million kilometers over a period of twelve years, were estimated to save 1842 million liters of fossil fuel, and reduce 4.62 million tonnes of CO2e from tailpipe emissions. CESL had finalized contracts for 5450 electric buses for five cities – Bengaluru, Delhi, Hyderabad, Kolkata and Surat. However, the process of procurement, financing, creation of appropriate charging infrastructure, deployment of buses and its operation and maintenance posed huge challenges and financial risks.
