Warren hastings new judicial plan was implemented in january 1774. It lead to some reforms which are discussed under the following heads –

1. Civil justice – under this plan the mufassil area of bangal, bihar and orissa was divided into the divisions of six headquarters. They were murshidabad, calcutta, patna, burdwan, dinajpore, dacca. Each divisions had several districts. A new court named provicial council was established in this plan. In main function was to collect the revenue. It had its sittings once a week.
the english collector which was appointed in the plan of 1772 replaced by an indian officer called diwan or amil. An appeal from provincial court exceeding the limit of 500rs laid to mufassil diwani adalat. And an appeal exceeding the 1000rs laid to the sadar diwani adalat.
2. Revenue Administration– as stated earlier provincial council was established for collecting revenue in each headquarters of bangal, bihar and orissa. Provincial council were also subjected to the functions of and control of board of revenue.
3. Criminal justice - the sadar fauzdari adalat was shifted from calcutta to murshidabad. A new officer was appointed as naib nizam. Who had to put control over sadar fauzdari adalat. Md. Reza khan was appointed as naib nizam.

 Critical appreciation of plan of 1774 –
1. The establishment of provincial council was one of the best feature of this plan as it ceased to functioning of revenue collection.
2. It reduced the burden of sadar diwani adalat.
3. It created confidence or trust over the system of the native as now the collector was replaced by diwan.

 Warren hastings judicial plan of – 1780 –

1. The main feature of hastings judicial plan of 1780 was the separation of judicial functions from that of revenue collection.
2. The provincial council which was established in judicial plan of 1774 was divested (cancel) of the judicial function and was involved only in the revenue collection and solving the cases of revenue.
3. A new court called provincial court of diwani adalat was established in the headquarter of each six divisions. It was presided by on English servant of the company known as superintendent. He was appointed by governor and council. He had its sitting thrice a week.
The appeals against this court lay to sadar diwani adalat. For the value exceeding of 1000rs. At that time (sir Elijah impey) was the sole judge of sadar diwani adalat. He whole heartedly supported the judicial system. Introduced by the plan of warren hastings.
He also sought to remove the conflict between supreme council and supreme court.
