Some Graffiti Is Legal

These days it's not that hard to get started painting on walls, and you don't even have to be an evil-doer! The legal walls scattered across the town let anyone give it a go.

But that's just six walls in a town with thousands of writers and thousands of blank walls. Could we create a system that pairs these two up instead?
