During the Price Goes Up story mission you'll arrive at the Hydroelectric Station looking for clues around the workshop. The only problem is that the door that leads to the workshop is locked and you need a card to gain access... at least that's what it seems. Instead of looking for the card, go outside, ignore the flashing orb and jump straight into the concrete pillar to find the blocked path that leads to the workshop. That's it. Don't waste more time searching.
