I'm not going to lie. This is a pig of a job due to the lack of space underneath the dashboard around the pedal box area. Could barely fit the phone camera in to film it - which isn't pretty. The video sound is a bit dodgy because the phone was crammed up inside the dahboard to get important shots. Having said that, it is possible to change the cable without having to remove the upper steering column - which is what the Haynes manual states. Despite being a fan of the Peugeot 206, I'm not a fan of its 'self-adjusting clutch cable'. These have a built in ratchet type system that adjusts the relationship of the inner steel cable with the outer cover. Fine when it works but a swine when the cable adjuster fails because it can cause the cable to put pressure on the clutch release bearing via the release lever. Plus the failed adjuster can make the clutch pedal action feel heavy or 'wooden'. In extreme cases it can go 'overcentre' and the pedal ends up staying flat to the floor. Not unknown for the cable to pull so hard, it ruins the output shaft sleeve inside the gearbox bellhousing. You will get better access if you remove the battery and tray and under the pedals, unbolt the cable trunking and move it in front of the column so you can see the pedal and cable. I've used some text colours that may make it easier on the eyes. I strongly advise the viewer to read it first.
I bought the cable from Eurocarparts and it wasn't pre-tensioned or strapped. Some clutch cables will have a strap that gets removed once its fitted but for some reason the ECP part wasn't. Shouldn't need it anyway since once the cable is fitted, the adjuster will adjust once the pedal is pressed several times.
