It's still not clear what sparked a blaze that has killed more than three dozen children at this daycare center in northern Mexico, but the country's president, Philipe Caulderon has ordered an investigation.

The fire began at an adjacent car and tire warehouse --and then spread to the daycare facility -- where there were more than 140 children inside -- some less than one year old -- and six staff members to look after them.

Authorities say more than 40 children and six adults have been hospitalized -- and some have third degree burns.

A 3 year old girl who was severely burned has been brought to a pediatric burn center in Sacramento and a second victim is being brought here two.

"Obviously we are going to take those children who are most ill first....we have to play it by ear and do the best we can."

Officials say the facility recently passed a safety inspection, even though it only had one exit and a few windows that were mounted up high.

But the tragedy is the latest to expose unsafe conditions at buildings in Mexico -- where there was a deadly stampede at a nightclub in 2008.
