Successful collective action is a multi-stage process of defining objectives, understanding costs and benefits, establishing rules for membership, and defining sanctions for violations. Objectives and membership are critical in understanding the likelihood of success. Depending on both free riders will or will not be important. Collective action groups with group welfare objectives will have difficulty controlling free riders.

In this lecture, Prof John Waterbury categorizes collective action problems into 3 action areas, and discusses in depth on the topic using the 4 organizing principle for commitment and compliance as written by Mark Lichbach (community - hierarchy - market - contract). He also shares what are the 3 requirements to satisfy the rules and norms of collective actions, and provides practical samples.
