When people are not clear about delegation, they end up swinging between the extremes : either they "abdicate" thinking - now that they have 'delegated' the task, they are not responsible for it anymore; or they go to the other extreme of micromanaging every single step of the way.

Either way is bad. Micromanaging ends up alienating your team.
