I found the Elan Programming Environment for MacOS. File called ELAN15.sit
I couldn't extract the .sit file with the free StuffIt Windows version, so I download a MacOS 9 Emulator.
I also have the ELAN environment for MSDOS, but I don't know how to operate.
On Mac there is a bit better description. But I didn't manage to run the included karel/kareltje file.
R is for read file. Then file not found. X is for execute. Don't work either.
There's a folder called karel but no file karel.
4 files, like Morning.e for the morning paper round commands. This time in English.
Kareltje.e was just one file (in Dutch).
I still have to read more.

There are at least 6 or 7 ELAN variants ELAN-0 to ELAN-6.
The external compiler prgrams ( I also found ELAN 1.7) are just precompilers and only know ELAN0 and 1.
I found a description of the .lgi format and someone also needs another additional file (to export to an .EXE or similar binary file in Linux). The full ELAN compatibility can't be compiled due to different OS design.
The internal EUMEL and L3 editor and/or compiler should work.
I also found a source file of a cross conversion program L3/DOS/ELAN/EUMEL. But that is written in the elan code (.e /.ELN). The conversion IMG is just a text conversion.
