There may be no more important question for the United States vis-à-vis the economic and technology challenge it faces from China than whether China is becoming a real innovator: If China remains largely a copier, then there is less of a threat to the United States and allied technology economies. But if China has advanced to the point where it can develop new-to-the-world innovations faster or at roughly the same pace as the United States and allied nations, then its potential to displace U.S. and allied technology-based companies and capabilities is much greater.

So, to answer the question “Can China Innovate?”, ITIF investigated China’s innovative capabilities in 10 industries: robotics, chemicals, nuclear power, semiconductors, display technologies, electric vehicles and batteries, artificial intelligence, quantum computing, biopharmaceuticals, and machine tools. And while the evidence suggests it hasn’t yet taken the overall lead, it has pulled ahead in certain areas, and in many others Chinese firms will likely equal or surpass Western firms within a decade or so.
