San Hui, located in the coastal area at the junction of Tuen Mun River Valley and Castle Peak Bay, was initially founded by three families: Song, Lai, and Xu. Later, people from different villages and surnames settled there, making it a true "village of a hundred families."

When the British occupied the New Territories in 1899, Tuen Mun had only about 250 residents, mainly engaged in fishing and farming in the old market of Tuen Mun. In May of the same year, Tuen Mun was under the jurisdiction of Yuen Long. In 1900, San Hui began to develop into a market town. During the Republican era, several families, including Song, Lai, Xu, Tao, and Deng, jointly invested in the construction of "Tong Qing Tang" as a public property for villagers to hold various religious and festive activities. Due to its proximity to the Yuen Long-Tuen Mun section of Castle Peak Road (opened in 1914) and Castle Peak Bay, San Hui had the advantage of both land and water transportation and has always been the commercial center of old Tuen Mun, a rare commercial village in Tuen Mun. Villagers from Tuen Mun Valley and even people from places like Lung Kwu Tan and So Kwun Wat often gathered in San Hui for business. Until the mid-twentieth century, San Hui remained the most important market in Tuen Mun. The first bank in Tuen Mun opened in San Hui, indicating its high commercial status.

During the Sino-Japanese War, San Hui established a volunteer school, which was taught by students from Guangzhou Lingnan University affiliated middle school, who were studying in Liangyuan, Castle Peak Bay. San Hui began to rebuild in the 1960s. In the 1980s, influenced by the government's development of Tuen Mun New Town, "San Hui Village" was relocated to its current site beside Ho Fuk Tong on Castle Peak Road.
