There's no point in shooting Tyrant the second and final time you encounter him, just run around like I did and wait for the Rocket Launcher to fall at around the 40 second mark on the timer. This is the best ending as Chris, which means saving Jill and Rebecca.

Unforunately I did not finish the game in under 3 hours, meaning I did not unlock the Rocket Launcher with infinite ammo the next time I start a new game, I did however get the special key which you use in one of the rooms in the mansion to get alternative clothing. I was just 27 minutes over the 3 hour mark =[
