Fresh water allowance (FWA) - What is it?

This video uses animations to explain the concept of fresh water allowance (FWA). It relates the concept of FWA to dock water allowance (DWA) as well.
DWA explores the relationship between dock water (of any density) and sea water. The vessel or the ship rises when the density of water decreases and vice versa.
