If you trigger a Level 2 right before a Level 3 mine explodes, the mine will shoot out Level 2 and Level 3 bullets (same vice versa but different composition). If you trigger a Level 2 immediately after a Level 3 summon, the Level 3 will completely transform into a Level 2 and the initially summoned Level 2 mine will not spawn. However if you wait long enough, you can make both mines spawn and have both be completely composed of Level 2 (pellet) bullets

In this clip I triggered the Level 2 roughly 33 frames / 0.55 seconds (without the game being frozen) after the Boss Panic was triggered from 300k Spell Points. Not sure the minimum you have to delay your spell by for this to work but for now my guess is exactly half a second, but it might be slightly less time
