Skyrim Civil War Plot Holes

The Skyrim Civil War the main conflict in Skyrim, has too many plot holes and problems with its writing. Both Ulfric Stormcloak and General Tulius are not the best commanders. Both the Stormcloacks and the Imperials are just useless factions. The Thalmor are just taking them for fools. The Whilte-Gold Concordat lead to the Tamriel Empire falling apart.
