Hallicrafters SX-71 Shortwave receiver S-meter not working need assistance troubleshooting the fault

Started as a simple re-cap job. Tubes were verified. Controls cleaned. Receiver was working very well for its age. S-meter was operating normally. I shut the radio down, returned in an hour, fired it up and noticed that the S-meter was not moving. There was no indication of a problem, no smoke, nothing odd. Also, I noticed that the broadcast and Band 2 were low on sensitivity. I tested what I could. Found a few out of tolerance resistors, replaced, no difference. The manual does not have a circuit description area and the AVC voltages are not on the schematic. Therefore, I am at a bit of a loss of how to move forward. This is the first Hallicrafters I have worked on in 20 years. Normally, I am a National guy. I have read some forums calling out a dual .004uf cap causing this issue. I'd prefer not to shot gun the repair. First mystery I would like solved is the AVC voltage. Should it be negative voltage like you see in most tube radios? I'm shaking the knowledge tree.
NOTE: Receiver is working now, Found a grid-screen shorted 6SK7.
