During the 1990s California energy crisis, the bulk electric system faced increased demands. As a result of the ongoing challenges, on May 28, 2001, then-Secretary of Energy directed WAPA to complete its planning to relieve the Path 15 constraints. WAPA was then directed to construct the Path 15 upgrade. WAPA partnered with private entities to get the transmission line built, which it did, ahead of schedule and under budget. For the last 20 years the Path 15 upgrade has been performing as designed.
