Starting April 1, 2025, the National Payments Corporation of India (NPCI) is implementing new guidelines to enhance the security and efficiency of Unified Payments Interface (UPI) transactions. These changes primarily address issues arising from inactive or reassigned mobile numbers linked to UPI IDs.


Key Changes Effective April 1, 2025:

Weekly Updates of Mobile Number Records: Banks and Payment Service Provider (PSP) applications are required to utilize the Mobile Number Revocation List (MNRL) and Digital Intelligence Platform (DIP) to update their databases at least once a week. This measure aims to reduce transaction errors caused by outdated or reassigned mobile numbers.


Deactivation of UPI IDs Linked to Inactive Mobile Numbers: In line with Department of Telecommunications (DoT) guidelines, mobile numbers that remain inactive for 90 days can be reassigned to new subscribers. Consequently, UPI IDs associated with such inactive numbers will be deactivated to prevent potential misuse. Users should ensure their bank-registered mobile numbers are active to maintain uninterrupted UPI services.

Explicit User Consent for Numeric UPI IDs: UPI applications must obtain clear and explicit consent from users before assigning or updating numeric UPI IDs. By default, users will be opted out and must actively opt in to use this feature. Consent requests cannot be made during transaction processes to avoid confusion.

Maintain Active Mobile Numbers: Regularly use your bank-registered mobile number to prevent it from being marked inactive and subsequently deactivated.
